Where Does a Western Manufacturing Facility Which Polluted Water Supplies Move On? To India

The lush tropical forest and reddish-brown hills of Lote, situated along India’s west coast, give way to a small hill where a factory looms under the open sky.

The factory is largely newly built, but its machinery is far from new: it comes from the former Miteni plant in Vicenza, Italy. Miteni closed down in 2018 after one of the worst environmental scandals in the country’s recent history: after decades of producing persistent PFAS compounds, the firm’s leadership was brought to trial for polluting water resources in an region inhabited by 350,000 residents. In June, its former executives were found guilty at the Vicenza court of environmental damage and additional offenses and given prison sentences, which they are expected to appeal against.

Understanding PFAS: Toxicity Levels and Exposure Routes

And yet, the entire operational setup, its patents and processes – everything needed to manufacture Pfas – is now here in Lote Parshuram MIDC, a vast industrial enclave thousands of miles distant, wedged between villages and groves of trees. And the factory has recently begun to resume PFAS production.

A Toxic Legacy

Previously recognized for its expertise in creating methods for advanced chemicals, Miteni is now infamous for the harmful aftermath it left behind. In 2011, researchers found extraordinarily high concentrations of Pfas in the facility’s effluent. Numerous of residents had been exposed through potable water.

The most impacted were Miteni’s own workers. Ilario Ermetti, 69, who was employed for years in its fluorinated chemical department, displayed among the top levels of Pfas documented in blood samples. “After the facts emerged, I looked at a list of medical conditions associated with Pfas, and discovered I had them all,” states Ermetti.

High levels of Pfas in the blood are associated with higher chances of cancer, cardiovascular diseases, liver and kidney damage, fertility issues and more. Ermetti is presently recuperating from a recent surgical operation.

Public Apprehensions

Michela Piccoli, 51, a nurse and activist with Mamme No Pfas, started organizing after discovering her children’s blood showed elevated amounts of forever chemicals. When she learned that Miteni’s proprietary information and equipment were being sent to India, she was stunned.

“As mothers, as females, our concern has grown,” she said. “Because our children are the children of all.”

Business Shift

Following Miteni’s insolvency, its assets were bought in 2019 by Viva Lifesciences, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the only bidder in the public auction. By early 2023, all the equipment was being shipped heading to Mumbai. At the same time, Laxmi was promoting its recent purchase to shareholders. Records of shareholders’ meetings show that Laxmi’s management downplayed environmental concerns, with its president, Harshvardhan Goenka, declaring that Miteni was “operating lawfully according to EU regulations”.

Goenka is a member on the directorate of Laxmi Organic the Italian branch, a entity founded in 2021. Also included is Antonio Nardone, the final CEO of Miteni, who was convicted of ecological offenses and financial misreporting at the June trial and given six years and four months in jail. Per a former mid-level manager speaking on condition of anonymity, Nardone was taking business trips to India months before the company went bankrupt.

Although Laxmi bought Miteni’s assets in June 2019, the ecological review for the construction of the plant in Lote reveals that in March 2018 the company was already intending to start producing fluorochemicals matching Miteni’s offerings. Laxmi Organic Industries declined to answer inquiries.

Growth Plans

By 2021, Laxmi’s plan clearly outlined the objective to “acquire the customer base of Miteni” and emerge as a top player in the production of Pfas and fluorochemicals. Logistics data show that, to secure validation on the standard of the compounds, in 2024 Laxmi began distributing test batches to companies with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.

From the beginning of 2025, Laxmi’s location in Lote Parshuram has been fully operational, manufacturing substances that will be utilized for pesticides, pharmaceuticals, dyes, cosmetics and other products.

Environmental Oversight

Studies have shown that concentrations of forever chemicals in the ecosystem are alarmingly high, especially near production sites. But even though international attention is growing, in India the matter is not yet a policy priority.

“If we look at the regulations, [Pfas] is not present in those standards. It’s not recognised by the Indian government as of today,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Independent research groups across India have conducted studies in various regions. But this work are restricted in range, and there are still only a handful.”

Regional Consequences

Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a dismal environmental track record”. After it was set up in 1986, “the livelihood of fishing populations in this area completely collapsed,” she said.

The industrial area is dependent on a centralised wastewater treatment plant that has been at the forefront of complaints.

“Nearby communities have always stated that it’s malfunctioning,” said Dandekar. “During power outages, a frequent event in rural Maharashtra state, the facility cannot function and industries discharge contaminated effluent directly into the streams.” Environmental authorities have sent multiple notices to the plant in recent years.

International Ramifications

In the EU, the regulatory agency is examining a proposal to prohibit the production, import and utilization of more than 10,000 persistent compounds. This attention may be driving the industry to the global south, according to Claudia Marcolungo, a legal scholar at the University of Padua. “I think that this matter should be investigated, because the fact that Miteni’s production, intellectual assets and machinery have been relocated to a country like India should lead us to reflect, at the very least, on the power that these global corporations have to relocate in nations where there is evidently a lowering of standards in terms of environmental protection.”

Persistent Threats

Miteni has shut down, but the company’s toxic legacy continues – at the contaminated site in Vicenza, and in Lote. The health impacts linked to Pfas production are likely to affect communities that are facing an unsafe environment for generations.

“That region has experienced sufficient ecological damage already,” says Dandekar. “If more dangerous companies establish presence, it’s perpetually concerning.”
