The United Kingdom and France Will Dispatch Troops to the Country in the event that a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The UK and France have signed a declaration of intent concerning the stationing of armed personnel in the nation if a ceasefire be made with Moscow, the British leader, Sir Keir Starmer, has stated.

Subsequent to talks with allied nations in the French capital, he indicated that the allies would "establish operational bases throughout Ukraine and construct fortified structures for arms and military equipment" to deter any potential incursion.

The allied nations also put forward that the United States would take the lead in verifying a halt in hostilities.

Russia has repeatedly stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not commented on this new development.

Background and Continuing Hostilities

Russian President Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Russia presently controls roughly 20% of the country's land.

"This represents an essential component of our commitment to stand with Ukraine for the duration," stated Starmer.

Heads of state and top officials from the "Partner Group" took part in the recent discussions.

Speaking at a shared media briefing, he added: "It establishes the framework for the legal framework under which British, French, and partner forces could work on the ground in Ukraine, defending Ukraine's air and maritime domains, and restoring Ukraine's military for the time to come."

The British leader also stated that the UK would take part in any Washington-directed confirmation of a possible ceasefire.

Defense Assurances and Negotiation Stances

Senior American diplomat Steve Witkoff said that "lasting defense assurances and substantial reconstruction vows are essential to a lasting peace" in Ukraine – alluding to a central demand made by Kyiv.

Witkoff said the partner nations had "largely finished" their work on finalizing such pledges "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, former American President Donald Trump's representative, also was involved in the negotiations.

Separately, President Macron Emmanuel Macron stated that Ukraine's supporters had made "considerable progress" at the negotiations.

He noted that "robust" security guarantees for Ukraine had been agreed in the instance of a potential truce.

President Volodymyr Zelensky said that a "huge step forward" had been made in the negotiations, but cautioned that he would only deem efforts to be "enough" if they culminated in the cessation of the conflict.

Last week, Zelensky said a settlement was "largely prepared". Agreeing on the outstanding 10% would "determine the outcome of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the forefront of key disagreements for diplomats.
  • Putin has consistently stated that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to end the war.
  • The Ukrainian President has to date ruled out ceding any land, but has proposed that Ukraine could withdraw its forces to an agreed point – but only if Russia reciprocates.

Russian forces presently controls about 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The two regions form the industrial region of the Donbas.

The original US-led multi-point proposal that was circulated to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This sparked weeks of high-level negotiations – with Ukraine, the US and European leaders trying to amend the document.

The previous month, Ukraine presented the US an new 20-point plan – as well as separate documents describing prospective defense assurances and provisions for Ukraine's recovery, Zelensky added.
